Adams Leclair’s Construction Law Attorneys Present Key Legal Updates

Over the past few weeks, the lead attorneys in Adams Leclair’s construction law department have delivered educational seminars to Rochester and Buffalo based construction organizations.

On January 17th, Tony Adams presented an hour-long session to members of the Construction Exchange of Buffalo and Western New York (CONEX), offering an overview of Project Labor Agreements. 

“With PLA’s, it’s important to know the terms, and be prepared for pitfalls that can arise,” explained Adams. “If you know what to look for before you enter into an agreement, undoubtedly, there will be better outcomes for everybody.” 

Previously, Daniel Adams presented to the Western New York sector of Associated Builders and Contractors—Empire Chapter detailing the expansion of prevailing wage compliance to public and private work.  “My main focus was for contractors operating in New York State to be mindful of this new requirement,” said Adams.  “The payment of prevailing wages has extended into private sector work not previously governed by New York’s current prevailing wage laws.”

In February, Ted Baum is scheduled to deliver a construction update to the Builder’s Exchange of Rochester (ROBEX). Baum will focus on Project Labor Agreements for union and non-union contractors. He will also expound on contractor registration and new regulations from the NYS Department of Transportation.  There is concern that the recent administration change in Washington will affect construction projects which have federal funding.

“Not only will we explain the consequences of non-compliance when it comes to DBE bids, but we will give the latest on how contracts might change because of Executive Orders and federal mandates,” urged Baum.  “As for contractor registration, every construction company needs to be on top of these changes because the state is cracking down on those who do it improperly.”

Later in February, Tony Adams will join forces to present to CONEX members in Buffalo. The session will focus on NYS DOT’s new Disadvantaged Business Enterprise (DBE) bidding requirements.  These state changes go into effect on February 6, 2025, and the attorneys will detail how they could be affected by federal regulations coming out of Washington.
