Leclair Addresses Utility Arborists at Saratoga Springs Conference
October 20, 2026
Paul Leclair was a featured speaker at the Utility Arborist Association (UAA) Fall Regional Conference in Saratoga Springs, NY in mid-October.
Leclair, a partner at Adams Leclair LLP, presented “Legally Accessing Adjoining Land & New Insurance Exclusions on Generative AI,” offering key legal perspectives tailored to utility and vegetation management professionals.
Leclair’s presentation included an analysis of New York’s statutory framework that established procedures for obtaining access to adjoining properties. It is critical for arborists who are maintaining power line clearances to know the legal boundaries.
Leclair broke down the practical steps required to secure lawful entry and explained how these procedural rules impact day-to-day field operations and project planning.
Beyond property access, Leclair detailed recurring legal friction points in the field, including easement rights, boundary line disputes, and landowner interactions.
Additionally, Leclair presented on the new Insurance Services Office (ISO) Commercial General Liability Exclusion form (CG 40 47 01 26) on losses arising out of Generative Artificial Intelligence use. He further engaged his audience in a discussion of industry Best Practices on the responsible use of AI in vegetation management to avoid catastrophic fire losses.
