Adams Leclair LLP participated as an exhibitor at the New York Housing Association’s 75th Annual Convention & Trade Show, a milestone gathering for professionals in the state’s modular and manufactured housing industry.
Midway through the discussion, Maura McGuire was invited to contribute as a guest speaker on the panel focused on the far-reaching implications of Real Property Law 233-b, which has effectively imposed rent control measures on park owners across New York State. McGuire and her fellow panelists examined the statute’s ambiguities and the practical challenges it has created for community owners and operators, noting the significant hardships it has imposed, the financial strain it is placing on owners, and how its unintended consequences are discouraging investment in these communities.
“The goal of our discussion was to shed light on how this law is playing out in real time,” said McGuire. “And because of these open conversations, we are highlighting the urgent need for clarity and fair implementation.”
McGuire’s participation underscores Adams Leclair’s extensive litigation experience in real estate, land use, and regulatory matters, and reinforces the firm’s commitment to helping clients navigate complex laws that impact property ownership and management across New York.
McGuire is a member of the New York Housing Association, which was founded in 1950 to represent the state’s factory-built housing industry—including modular builders, manufactured home communities, retailers, and suppliers. The organization tracks legislative and regulatory developments affecting the industry.
